Let me convey my sincere greetings to you - the participants and guests of the 14th Caspian International Exhibition of Internal Security, Safety and Rescue Equipment – “Securex Caspian-2024” and the 5th Anniversary Azerbaijan International Defence Exhibition – “ADEX-2024” on behalf of the staff of the Ministry of Internal Affairs and on my own behalf.  

The annual “ADEX” exhibition is a very effective and influential platform that brings together military industrial enterprises, specialists, and relevant international organizations that produce modern weapons and technologies, which play an important role in the development of international relations in the field of military-technical cooperation. 

This project, which has an increasing number of participating companies and is supported year by year at the state level in Azerbaijan, also directly creates a favorable ground for the promotion and promotion of the achievements of the defense industry in the world, as well as the strengthening of scientific and technological potential. 

Modern technologies that are successfully applied in the fight against crime and its transnational manifestations in our country, in important directions such as ensuring public order and internal security has fully confirmed its effectiveness in protecting people`s lives, health, legal interests, rights and freedoms, and the positive results of innovations are clearly expressed in relevant statistical reports. 

 From the point of view of their importance, I welcome the promotion of the achievements of the defense industry in Baku as a very important international event, and heartily congratulate the organizers and participants on the occasion of the opening of the exhibitions, and wish them renewed success in their valuable activities and endevours! 

With an immense sense of pride and honor, I declare that thanks to the successful and determined domestic and foreign policy, the foundations of which were laid by the visionary genius of the National Leader Heydar Aliyev, and advanced under the wise leadership of our distinguished President and Victorious Supreme Commander-in-Chief of the Armed Forces, Mr. Ilham Aliyev with due account for modern realities, as well as the large-scale reforms and the global projects, the position of Azerbaijan, which has become a place of stability and  security, development and progress, has significantly strengthened in the world community.

Under the leadership of invincible commander, Victorious Supreme Commander-in-Chief Mr. Ilham Aliyev, modern Azerbaijan has fully restored its territorial integrity and sovereignty and is confidently advancing along the path of independence. Today, independent Azerbaijan standing  as a regional leader, as a strong, stable, modern, democratic, and multicultural state, is gaining global recognition for its military, political, and socio-economic achievements.

The Ministry of Emergency Situations of the Republic of Azerbaijan, set up on December 16, 2005 by the relevant Decree of the distinguished President Mr. Ilham Aliyev, who has always attached particular attention to the issues of civil protection and public safety, protection of the population and territories from possible emergencies, has evolved, in a short space of time, into a flexible and well-established institution, thanks to the attention and support of the head of our state. Today, the Ministry of Emergency Situations has the most modern material and technical resources, along with a highly capable personnel, enabling it to effectively deal with both natural and man-made emergencies, not only within our country, but also beyond our borders.

Equipping our Armed Forces, which is a source of pride for every Azerbaijani citizen, with cutting-edge weapons, ammunition, and military equipment, along with ongoing enhancements to our national defense industry, are vital for constantly maintaining the security of our country at a high level and minimizing potential threats. Since its establishment, the Ministry of Defense Industry of the Republic of Azerbaijan has undergone significant development, expanding its production facilities to meet the most modern standards year by year. It currently manufactures a range of new-generation defense products and military equipment and demonstrates its latest achievements of local production at international exhibitions worldwide. These products are introduced     to international markets and successfully exported to foreign countries.

I would like to highlight that hosting such a specialized exhibition in Azerbaijan not only gives an additional impetus to the development of the defense industry in our country, but also the international interest in the exhibition, including the representation of the world's leading security, protection and rescue equipment manufacturers in the exhibition indicates the ever-increasing global reputation and strategic significance of our republic.

Once again, I wish the exhibition every success and I am confident that “Securex Caspian-2024” will meet its goals, fostering future cooperation among participants, visitors, and manufacturers while contributing to overall scientific and technological advancements in this field.

As a result of the successful domestic and foreign policy conducted by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, Azerbaijan is now recognized as a country that is constantly developing, where security is maintained at an appropriate level, and which makes a worthy contribution to ensuring stability in the world and gained a high reputation in the international world as a reliable partner.

The current complex situation in the globalized world is accompanied by threats to the modern security system, gross violations of human rights and freedoms, illegal drug trafficking, increase in terrorist acts and other transnational crimes, the ignition of new conflict centers, emergency situations and various human tragedies. In addition to undermining the stability environment of countries, such cases have put the security architecture of the world in general at serious risk. The practice of the past times has proven that the individual struggle of the states with emerging threats and negative manifestations is inefficient. In relation to the mentioned new challenges, a positive result can be achieved only with the continuous expansion of mutual cooperation and common efforts of the countries.

At the same time, it is undeniable that the role of special technical means and their wide application in adressing issues related to protection of security of the state, emergency situations, joint activities of law enforcement and special services, is of great importance. Organization of such international exhibitions today being important for the demonstration of the mentioned special tools, at the same time creates favorable conditions for the guests to visually familiarize themselves with the technological innovations in the above-mentioned fields.

I hope that the special technical products displayed at the traditionally held exhibition and produced by leading companies will be of great interest to the participants, who will be able to make maximum use of the opportunities provided by this international event, which is an important event in the social life of Azerbaijan. I believe that those products also will be successfully applied by law enforcement and special services in their future activities.

Ongoing processes in the modern world, threats and challenges that countries face in the security system necessitate strengthening defense and security capabilities, developing military-technical cooperation, establishment and enhancement of the national defense industry.

As a result of the successful continuation by the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Mr.İlham Aliyev, the national security strategy founded by national leader Heydar Aliyev, as well as the purposeful and thoughtful policy of deep reforms implemented over many years, created security and defense opportunities in compliance with modern standards.

Those are criteria that have become a triumph of national pride, exceptionally important in terms of the prestige and further development of our country. Thanks to the tireless military, political and diplomatic struggle, the decisive position of Mr. Ilham Aliyev, the greatest commander in the history of Azerbaijan, the Victorious Commander-in-Chief, as well as the courage of our Armed Forces, immortal martyrs and the unity of the nation - determined the brilliant Victory over Armenia in the 44-day Patriotic War and ensured the restoration of the sovereign borders of Azerbaijan. Thus, Azerbaijani people proved the world as victorious nation with writing another victory in the chronicle of military history.

The State Border Service of the Republic of Azerbaijan also played a significant role in achieving this historic victory. From the first day of the Patriotic War, the tasks set by the Supreme Commander-in-Chief were successfully executed and the Azerbaijani border guards demonstrated examples of heroism and engraved the victorious saga in our history.

During the Patriotic War, successful application of the products of our military industry on the battlefield was the real result of all reforms and purposeful activities carried out in this field over many years.

The major trial of the products of Azerbaijani Ministry of Defense Industry, including modern weapons, military equipment, engineering and technical means, unmanned aerial vehicles took place during the Patriotic War and played significant role in achieving the historic victory.

I am confident that regular hosting of such exhibitions will make a valuable contribution to increasing our country's defense capability and prestige, equipping the Armed Forces with state-of-the-art weapons, establishing effective connections between domestic and foreign military-technical specialists, and increasing the export of defense products.
