The joint holding of the 15th Anniversary International Exhibition “Securex Caspian 2026” on Internal Security, Safety, and Rescue Equipment together with the “ADEX 2026” Azerbaijan International Defence Exhibition, under the leadership of the Ministry of Defence Industry of the Republic of Azerbaijan, is an event of great importance. On this occasion, I sincerely greet and congratulate the participants and guests of the exhibitions. 

The strong statehood founded by the National Leader Heydar Aliyev, along with sustainable economic development, has ensured the continuous growth, advancement, and modernization of our country’s defense, law enforcement, and security institutions. Furthermore, the establishment of the Ministry of Defence Industry by the decree signed by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, on December 16, 2005, has created broader opportunities for equipping these institutions with modern technology and equipment. 

Having already acquired a traditional character, the “ADEX” exhibition has become an ideal platform that brings together military-industrial enterprises producing modern weapons and technologies, foreign companies, organizations, and specialists to establish business relations and sign new contracts, thereby playing a significant role in the development of international military-technical cooperation. The support of the head of state for the “ADEX” exhibition has enhanced its international prestige and has contributed to the steady increase in interest, as well as in the number of participating countries and companies each year. 

For our country, which is confidently developing its defense industry, these exhibitions are also highly significant in terms of promoting and showcasing the achievements attained, strengthening scientific and technological potential, and creating conditions for beneficial exchanges of experience. 

Continued emphasis is placed on the application of new technologies in maintaining public order in our republic and in combating crime, including its transnational organized forms. Undoubtedly, our steadily strengthening business ties will make a valuable contribution to both domestic and international security. 

On the occasion of the opening of the exhibitions, I once again congratulate the organizers of the event and all participants, and wish you continued success and new achievements.

Under the wise leadership of our esteemed President, Mr. Ilham Aliyev, the worthy successor of the founder of the modern independent Azerbaijani state and the greatest Azerbaijani of all time, National Leader Heydar Aliyev, our country has, within a short period, passed through a phase of development equivalent to an entire century. As a result, Azerbaijan's status within the system of international relations continues to grow steadily. The President's wise statements such as “Azerbaijan has never been as strong as it is today. We are the masters of our destiny, we are an independent country, we are a free nation, we have secured our rightful place in the world and will continue to follow the path of independence and development,” profoundly reflect today’s realities. 

Owing to the skillful commanding ability, determination, and far-sighted policy of the Victorious Supreme Commander-in-Chief, Mr. Ilham Aliyev, our country has fully restored its territorial integrity and sovereignty. Ensuring security, continuously developing the defense industry, and consistently enhancing preparedness against emerging challenges and threats remain among the key priorities defined by the Head of State. 

Within this framework, the Ministry of Emergency Situations, established by the relevant Decree of Mr. President, who consistently attaches particular importance to ensuring the reliable protection of the population and territories against natural and man-made emergencies, as well as civil defense matters, constitutes a key component of the security system. Thanks to the care of the Head of State, the Ministry honorably fulfills its duties as an effective and professional state body capable of successfully combating any emergency that may occur both within the country and in other countries. 

The latest generation weapons, ammunition, and military-technical means and equipment produced by the Ministry of Defence Industry of the Republic of Azerbaijan, which carries out an important mission in ensuring the defense capability and security of our country, play an important role in supplying the Victorious Army at a modern level. It is also a source of pride that the most recent achievements of domestic production are being exported to foreign markets and successfully demonstrated at international exhibitions held in various countries. 

It is gratifying that independent Azerbaijan, located at the crossroads of East and West, is recognized globally as a bridge of friendship and cooperation among states and peoples. Through the successful implementation of its national development strategy, our country has become one of the important centers hosting internationally significant events not only in the political, economic, humanitarian, cultural, and sports spheres, but also in the field of security. The sustained interest in this exhibition — traditionally organized by the Ministry of Defence Industry and bringing together leading global manufacturers of security, protection, and rescue equipment, as well as companies, business circles, and industrial structures — testifies to our country’s steadily increasing global prestige and high international reputation. 

Once again, I wish the “Securex Caspian 2026” exhibition every success and express my confidence that it will make a significant contribution to establishing new and fruitful partnerships among participants, manufacturers, and visitors, as well as enhancing the overall scientific and technological level and achieving the set objectives.

Thanks to the successful policy implemented under the wise leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, modern Azerbaijan is experiencing its most powerful period today. The fact that our country has hosted a number of important international events, including exhibitions dedicated to the demonstration of special-purpose equipment in recent years, is a clear indicator of the continuous development of our republic in all directions, the constant growth of the country's reputation in the international community day by day, and the strengthening of its political and economic position.

Undoubtedly, the achievements, stability and prosperity of countries are organically linked to the reliable provision of security. It is obvious that in our modern era numerous threats to the national security of states, as well as to the international security environment, are manifesting themselves. These threats are expressed in the form of terrorism, transnational organized crime, illegal drug trafficking, violation of human rights and freedoms, ongoing armed conflicts and other human tragedies. Effective fight against the mentioned negative situations is possible only as a result of the combined efforts of the world’s countries on the basis of peace, mutual understanding and constructive dialogue.

In an era of the rapid growth of technological innovations and technical capabilities, special equipment and technical means play an important role in protecting the security of states, preventing possible emergencies and joint activities of law enforcement and special service agencies. The “Securex Caspian 2026” international exhibition, where special equipment is demonstrated, is a convenient place for event participants, relevant organizations and institutions to get acquainted with such equipment.

I hope that the special products demonstrated at the traditionally held international exhibition, which has already become an important event in the public life of Azerbaijan, will be met with great interest by the participants this time as well, and will be widely used in the future activities of law enforcement and special service agencies.

Over the 15 years of its conduct, this exhibition has established itself as one of the key platforms for military-industrial cooperation in the region and overseas, playing an important role in demonstrating Azerbaijan’s potential and its growing role on the international stage. 

The threats and challenges of the modern world that states face in the field of security necessitate the strengthening of defense capabilities, as well as the expansion of the potential of the national military industry. 

As a result of the successful and consistent implementation of the national security strategy under the leadership of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces, Mr. Ilham Aliyev, the development of the military industry has become one of the decisive factors in strengthening the defense potential of our country and ensuring effective support to the Armed Forces in achieving the historic victory in the 44-day Patriotic War. 

The development of Azerbaijan’s military industry makes a significant contribution to ensuring effective, high-tech and sustainable protection of state borders, which are among the most important factors of the territorial integrity and national security of our country. 

I am confident that the holding of this event will further to contribute to enhancing the international prestige of our country, equipping the Armed Forces with modern and advanced weaponry, developing strong and mutually beneficial cooperation in the field of military-technical innovations, as well as strengthening Azerbaijan’s role as a leading force ensuring security and stability in the region.
